How to regulate geo-engineering efforts to fight climate change

With policymakers and political leaders increasingly unable to combat global climate change, more scientists are considering the use of manual manipulation of the environment to slow warming’s damage to the planet.

But a University of Iowa law professor believes the legal ramifications of this kind of geo-engineering need to be thought through in advance and a global governance structure put in place soon to oversee these efforts. “Geo-engineering is a global concern that will have climate and weather impacts in all countries, and it is virtually inevitable that some group of people will be harmed in the process,” says Jon Carlson, professor of law at the UI College of Law. “The international community must act now to take charge of this activity to ensure that it is studied and deployed with full attention to the rights and interests of everyone on the planet.”

Carlson is an expert in environmental law and international law who believes geo-engineering is inevitable and will likely happen sooner than later. He considers the issue in a new paper, “Reining in Phaethon’s Chariot: Principles for the Governance of Geoengineering,” published in the current issue of the journal Transnational Law and Contemporary Problems. His co-author, Adam D.K. Abelkop, is a UI law graduate now in the doctoral program at the Indiana University School of Public Health and Environmental Affairs.

Carlson says the concept of geo-engineering goes back to at least the 19th century, when scientists proposed seeding clouds to increase rainfall. Today, scientists have a long list of geo-engineering ideas that could be used to slow the impact of global warming while other methods are developed to actually mitigate the damage. Some ideas are simple and locally focused, such as planting new forests to absorb carbon dioxide, or painting roofs and paved areas white to reduce solar heat absorption.

Others are more complex and controversial—manually cooling oceans so carbon dioxide-laden water sinks to the bottom more quickly; building space-based shields and mirrors to deflect solar heat from the planet; or injecting chemicals like hydrogen sulfide or sulfur dioxide into the upper atmosphere, creating an aerosol shield that reduces the amount of solar heat reaching the earth’s surface.

But Carlson says geo-engineering comes with obvious international legal implications because no one country can implement its own geo-engineering plan without causing weather or climate changes in other countries. There’s also the law of unintended consequences, because while many geo-engineering concepts have proved hopeful in the lab, nobody knows what will happen when actually put into practice. For instance, Carlson says that while manually cooling the ocean may be seen as a generally good idea, what impact will that have on farmers in India whose crops depend on rain from heat-induced tropical monsoons?

To address these issues, Carlson urges the creation of an international governing body separate from any existing organization that approves or rejects geo-engineering plans, taking into consideration the best interests of people and countries around the world. He says any legal regimen involving geo-engineering activities should require they be publicly announced in the planning stage, and all countries are notified so they have a voice in deliberations.

As a model for his oversight body, Carlson suggests the International Monetary Fund (IMF). Like the IMF, his proposed organization would give all countries a place during discussions, but decisions would be made by a relatively small group of directors, each of which has a weighted vote that’s based on their country’s greenhouse gas production. That is, countries that produce more greenhouse gases will spend more money to combat global climate change, and so will have more votes.
Carlson’s proposed body would oversee a compensation fund to help people and countries that are harmed by other country’s approved geo-engineering activities, or by unseen effects of those activities.

” The Federal army is manipulating the meteorological maps.  We can say with 97% certainty that we have on our hands “chemical trails” comprised of fine dust containing polymers and metals used to disrupt radar signals. This is their main purpose but I was surprised that this artificial cloud was so wide-spread.  The radar images are stunning considering the needed tons of dispersed elements, although the Army claims that only small amounts of material were propagated.  The military heads claim that the substances used are not harmful . “

Narrator:   The records report the emissions of chemical trails are observed at low altitudes.  In the United States of America there are protest after protest for many years now, against these military operations and now people are mobilizing in Germany as well.  For example Johannes Remmel of the Greens:

Brandt:  “From our observations we can conclude that they fly over the regions of Westfalia, Bielefeld, the Ruhr zone to Saxony and Hamburg forming a really dense layer of artificial cloud-cover.”

Aspartame is linked to leukemia and lymphoma in new landmark study on humans

As few as one diet soda daily may increase the risk for leukemia in men and women, and for multiple myeloma and non-Hodgkin lymphoma in men, according to new results from the longest-ever running study on aspartame as a carcinogen in humans. Importantly, this is the most comprehensive, long-term study ever completed on this topic, so it holds more weight than other past studies which appeared to show no risk. And disturbingly, it may also open the door for further similar findings on other cancers in future studies.

The most thorough study yet on aspartame - Over two million person-years

For this study, researchers prospectively analyzed data from the Nurses' Health Study and the Health Professionals Follow-Up Study for a 22-year period. A total of 77,218 women and 47,810 men were included in the analysis, for a total of 2,278,396 person-years of data. Apart from sheer size, what makes this study superior to other past studies is the thoroughness with which aspartame intake was assessed. Every two years, participants were given a detailed dietary questionnaire, and their diets were reassessed every four years. Previous studies which found no link to cancer only ever assessed participants' aspartame intake at one point in time, which could be a major weakness affecting their accuracy.

One diet soda a day increases leukemia, multiple myeloma and non-Hodgkin lymphomas

The combined results of this new study showed that just one 12-fl oz. can (355 ml) of diet soda daily leads to:

- 42 percent higher leukemia risk in men and women (pooled analysis)
- 102 percent higher multiple myeloma risk (in men only)
- 31 percent higher non-Hodgkin lymphoma risk (in men only)


These results were based on multi-variable relative risk models, all in comparison to participants who drank no diet soda. It is unknown why only men drinking higher amounts of diet soda showed increased risk for multiple myeloma and non-Hodgkin lymphoma. Note that diet soda is the largest dietary source of aspartame (by far) in the U.S. Every year, Americans consume about 5,250 tons of aspartame in total, of which about 86 percent (4,500 tons) is found in diet sodas.

Confirmation of previous high quality research on animals

This new study shows the importance of the quality of research. Most of the past studies showing no link between aspartame and cancer have been criticized for being too short in duration and too inaccurate in assessing long-term aspartame intake. This new study solves both of those issues. The fact that it also shows a positive link to cancer should come as no surprise, because a previous best-in-class research study done on animals (900 rats over their entire natural lifetimes) showed strikingly similar results back in 2006: aspartame significantly increased the risk for lymphomas and leukemia in both males and females. More worrying is the follow on mega-study, which started aspartame exposure of the rats at the fetal stage. Increased lymphoma and leukemia risks were confirmed, and this time the female rats also showed significantly increased breast (mammary) cancer rates. This raises a critical question: will future, high-quality studies uncover links to the other cancers in which aspartame has been implicated (brain, breast, prostate, etc.)?

There is now more reason than ever to completely avoid aspartame in our daily diet. For those who are tempted to go back to sugary sodas as a "healthy" alternative, this study had a surprise finding: men consuming one or more sugar-sweetened sodas daily saw a 66 percent increase in non-Hodgkin lymphoma (even worse than for diet soda). Perhaps the healthiest soda is no soda at all.

The police have been going through a rough patch recently. First they were implicated in the phone-hacking scandal – though they managed to escape most of the blame when we collectively came to the surprising conclusion that it was more serious for tabloid journalists to neglect the public interest than offi

cers of the crown. But while they deflected a lot of that responsibility, their attempts to deflect it over Hillsborough have been catastrophically counterproductive. And as senior officers have been caught dining with Murdochs or maligning the dead, officers on the ground have been getting shot and called plebs. Or not called plebs, depending on who you believe.

Meanwhile the Police Federation's attempts to extract retribution for the disputed p-word, in the form of Andrew Mitchell's sacking, have been roundly slagged off by former Labour minister Chris Mullin, who last week described the organisation as "a bully", "a bunch of headbangers" and "a mighty vested interest that has seen off just about all attempts to reform the least reformed part of the public service". He didn't call them plebs though. Then again, some police have taken to wearing "PC Pleb and Proud" sweatshirts, so perhaps the insult has lost its sting? Maybe they'll soon be sporting "Sergeant Headbanger Will See You Now" riot shields or stab vests with the slogan "You Needn't Try Stabbing ThisMighty Vested Interest".

Another accessory which the Police Federation advocates is the Taser. In June it wrote to the prime minister asking for the number of Tasers to be trebled so that every frontline officer could have one. "They need to have the proper equipment to do the job," says Paul Davis, secretary of the Federation's operational policing subcommittee. And officers certainly seem to be getting a lot of use out of them. Just last week, a policeman Tasered an elderly blind man as part of an operation to check whether his white stick was a samurai sword. It wasn't.

Of course, anyone might get rattled by a semi-paralysed blind man slowly tapping his way with a stick towards you. Apart from anything else, it's so spooky. Those are the high-pressure moments when you need the training to kick in. According to guidelines, officers are permitted to use Tasers when they "would be facing violence or threats of violence of such severity that they would need to use force to protect the public, themselves and/ or the subject" and this moment is surely eerie enough to qualify. The whole event would barely be worthy of note if it weren't for the fact that they shot him in the back. But then the gentleman is quite old and has suffered two strokes in the last few years – so the comparatively slow rate at which he was fleeing was probably taken as provocation.

Incidentally, if you do get Tasered by the police, it's advisable to watch your language. As Boris Johnson has pointed out, it's now an offence to swear at a police officer. So, should you incur a public-spirited 50,000-volt warning shot – perhaps for brandishing your pension book in an aggressive manner or because a young PC has mistaken your tartan shopping trolley for a piece of field artillery – don't accidentally shout "Oh fuck!" or you might get sent to prison. Keep it to a "Dash it all, that smarts, constable!" and be on your way. As soon as you can stand.

In the case of Colin Farmer, the suspected samurai, the police have apologised and Chief Superintendent Stuart Williams said: "We have launched an urgent investigation to understand what lessons can be learned." That response demonstrates everything that's wrong with large organisations. In terms of dereliction of duty, I think it's worse than Tasering a blind pensioner. What possible good can this "investigation" do? We know what happened. A police officer, who Colin Farmer described as "an absolute thug with a licence to carry a dangerous weapon", made a brutal and stupid mistake. How can an investigation illuminate the situation further? Will DNA analysis of the stick reveal that it's a sword after all?

All of which feels like an inopportune context for Keith Bristow, the director general of the new National Crime Agency, to request more police powers. He's trying to influence the new communications data bill so that he'll be able to scour Skype and social media networks for wrongdoers. But he's quick to allay the fears of those who call the bill a "snoopers' charter": "I value my privacy, I don't want to be snooped upon," he explains. "That's not what we're talking about here. We're talking about criminals who run organised crime gangs that import drugs… We're talking about predatory paedophiles, we're talking about dangerous people."

Oh, well that's OK then! He's only going to be snooping on criminals. Personally I don't think that's enough – I think criminals should be arrested and charged, not just snooped on. But just as long as the NCA won't accidentally be snooping on anyone who's not definitely a criminal, I can't see the harm in it.

In an ideal world, Keith Bristow would be wasting his breath. When a state law-enforcement agency says "We need more powers", it should carry as little weight as when I say (as I have spent much of the last couple of weeks saying) "I want you to read my book". Not because either statement is insincere: all writers genuinely want people to read their books and all law-enforcement agencies really believe they need more powers. But, when they say that, they should be completely ignored. Not criticised, not accommodated, just disregarded.

The sincerity is beguiling but it's meaningless. "Help us to do our jobs better," the police implore. "We can see the good we could do if you let us." They almost certainly can. But they can't see what it would cost society in lost freedoms. They can't know the consequences of potentially irreversible authoritarian steps.

It's a frightening state of affairs. Those who know most about law enforcement – those who actually do it – are the least qualified to advise on what its rights, powers and funding should be. We have to ignore their cries and trust our instincts. We have to balance our fears of the indefinable, nebulous worlds of crime and terrorism, with the fact that, if we put Tasers in our public servants' hands, at some point they'll use them on us.

Portland City Council calendars don't show meetings reported by fluoride lobbyists: Portland City Hall roundup

Fluoride lobbyists reported meeting personally with all five members of the Portland City Council in July or August but only one of those initial meetings appears on public calendars -- under a vague heading -- leaving lingering questions about the effectiveness of the city's lobbying and reporting requirements.

Promoted by then-Commissioner Sam Adams beginning in 2005, the lobbying and reporting rules are supposed to preserve integrity in city decision-making. The requirements affect both lobbyists and city officials and are meant to reveal who attempts to influence city leaders -- and on what topic.

Upstream Public Health is behind the push to add fluoride to Portland drinking water. But its plan has since been challenged through a referendum effort that may block the City Council's Sept. 12 unanimous approval.

According to a recently filed disclosure, lobbyists reported meeting with Commissioners Randy Leonard on July 26, Dan Saltzman and Nick Fish on Aug. 2, Amanda Fritz on Aug. 6 and Mayor Adams on Aug. 27 to push for fluoride in public drinking water.

But those same city officials -- who are required to publicly post their calendars on a quarterly basis -- either didn't disclose the meetings about fluoride or left a vague subject heading. Adams and Leonard say they weren't actually present at the meetings.

Leonard, who championed the fluoride proposal, listed four meetings July 26. Two were about the Portland Loo, one was about skateboarding and one was with the police union. But no fluoride.

Saltzman listed three meetings Aug. 2 with the city forester, the police union and one about a homeless camp. But nothing about the fluoride proposal.

Of the nine slots on Fish's calendar, he reported a 30-minute meeting Aug. 2 with "Health Coalitions" but didn't identify the group or the topic.

Fritz, meanwhile, reports her calendar by week instead of by day. She listed 16 meetings or events, none about fluoride or with Upstream Public Health.

And Adams listed six items on his calendar for Aug. 27. They include a meeting with Police Chief Mike Reese, a meeting about Brazil trade, a meeting with Transportation Director Tom Miller, a media event and two blocks for "office time." But nothing about fluoride.

According to city code, elected officials are required to post their calendars "of activities related to official city business" 15 days after the end of the previous quarter. That deadline was Oct. 15. There is only one exception: If an elected official "determines that such posting poses a safety threat." 

Leonard said in an email Friday that he never met with Upstream Public Health on July 26, despite the group's assertion that it had a "personal meeting" with him. Leonard said the meeting involving Upstream Public Health was with Stuart Oishi on his staff. 

Adams' spokeswoman Caryn Brooks said Friday that Adams never met personally with Upstream Public Health, either. She said that Upstream instead met with herself and Amy Ruiz, Adams' deputy chief of staff, on Aug. 27. But Brooks did say that Adams called Upstream about fluoride -- which doesn't appear on the group's report -- and he also ran into representatives at Davis Street Tavern.

Fish said in an email Friday that Kayse Jama, a founder for the Center for Intercultural Organizing, requested the Aug. 2 meeting but told Fish's office it was about a "broad health equity strategy." Fish said he didn't learn the topic until the meeting.

As for Upstream Public Health, it didn't register as a lobbying group until Aug. 16. The Oregonian broke news of the fluoride push, and the group's stealth lobbying efforts, Aug. 9. 

Courageous Swedish politician ignites coverage of the chemtrail issue in mainstream papers

The leader of the Environmental Party (Miljöpartie)  in the town of Vingåker, Pernilla Hagberg, ignited a discussion in the Swedish mainstream media about chemtrails. A broad public discussion about the mysterious trails forming artificial clouds over our heads is long overdue. In Sweden as well as here.

The discussion started when this courageous politician commented on a photo depicting a chemtrail but titled condensation trail.

Politician convinced of strange phenomenon

The leader of the Environmental Party in Katrineholm, Pernilla Hagberg, reacted to a photo published in the newspaper Katrineholm Kuriren, picturing exhaust fumes or condense – according to the picture’s title. In her opinion viruses and heavy metals are being sprayed to control the weather.

“Chemtrails contain various mixtures of chemicals and sometimes even viruses. It is disturbing to see them on a clear blue sky and they persist for the entire day. Then there is no more sun during that day.”

According to Pernilla Hagberg, chemtrails are intended to control the weather and to influence sun rays and nature. She does not exactly know who is responsible for these chemtrails but suggests that the intention might be to gain more control over the global markets, the prices of commodities and food.

“It is something steered by the USA and Russia. It is connected to the military”, says Pernilla Hagberg.

That is what the leader of the Environmental Party  in Vingåker believes.
“We have to convince the technicians of the airplanes to stop loading these containers” says Pernilla Hagberg.

The newspaper Katrineholms Kuriren published her theses in its Thursday issue, denounced by all relevant scientists as pure conspiracy theories.

Release of poison

Pernilla Hagberg saw a picture in the newspaper that was titled airplane exhaust fumes or condensation trails. But in her opinion these trails are so-called chemtrails, poisons that are emitted from airplanes to control the weather.

“It is one of the most serious phenomena in Sweden today. These trails contain a multitude of chemicals, viruses and heavy metals, such as Aluminium that influence the weather”

It is about power

Pernilla Hagberg says she believes that the CIA and the American NSA (National Security Agency) are behind the release.

“To be able to control the weather and use it for their own purposes is very advantageous for power structures. The Swedish government could also be involved” she says.

“I heard that there are government decisions welcoming chemtrails over Sweden”

Pledge to investigate the issue

She stresses that she is speaking as a private individual and not as a representative of the Environmental Party. But she pledges to try to stop chemtrails if she is re-elected.
“It is a very controversial and sensitive issue. To shed light on it is very interesting. I know of several politicians who would like to do it but do not dare to.”

What do you actually want to do to stop chemtrails?

“Firstly we have to convince the airplane technicians to stop installing the tank containers in the airplanes.  It is all about overcoming one’s fear.”

But Pernilla Hagberg does not get much support from meteorologists. Anette Levin of the SMHI (Sweden’s meteorological- /hydrological institute) says:

“I definitely do not believe this. I cannot believe that someone would manipulate the weather in this way.”

Simple explanation

“The trails you can see in the sky behind a jetplane can be explained simply”, she says. “When jet fuel is burned small particles are created. If  the air is moist enough water droplets form on these particles, creating condensation trails. Sometimes they stay for long sometimes they disappear quickly. It all depends on the humidity of the air in which you are flying” says Anette Levin.

Some members of the environmental party have distanced themselves from Pernilla Hagberg’s theories.

“There is a lot else that has to be dealt with in the environment. It is not neccessary to invent foolish things”, comments Gudrun Lindvall, local leader of the environmental party in Katrineholm to the Katrineholms Kuriren.

The comment comes as Nelson is currently in Tehran to seek help in exposing Ottawa's exploitation and abuse of aboriginal communities.

The top Canadian chief went on to say that indigenous people in Canada need to go outside the country to open up human rights issues, the same thing that Native Americans have done over the years.

“The problem with the indigenous peoples in Canada is that they have not done the same thing as the Native Americans. Native Americans have always consistently gone outside the country to deal with their human rights issues and essentially have dealt with other countries,” he noted.

Activists say there has been a significant rise in human rights violations together with an unprecedented crackdown on freedom of speech since Canadian Premier Harper took power in 2006.

According to reports, Canada has forced thousands of aboriginal children into ghastly boarding schools where they have been abused sexually, psychologically, and physically.

The Native Women’s Association of Canada has documented over 600 cases of missing or murdered aboriginal women and girls from across the country in the past twenty years. These alarming rates have been a major source of concern and grief for the aboriginal community.

The UN has also strongly condemned Canada's record on children's rights, and accused Ottawa of systematic discrimination against aborigines and immigrants.

Condemning Western media for portraying a horrific image of Iran, Nelson concludes that Iranians have been very kind to us.

“We clearly, our people’s religious spiritual understanding was confronted. So I think one of the things we have to do is that our people have to continue to go. I was really, really surprised and, I guess, not so much surprised, the treatment of the Iranian people for us has been great. This is something the Western media has always said that if you go to Iran you will be treated really badly,” Nelson concluded.

An unarmed 22-year-old man shot and killed by a New York City police officer during a traffic stop in Queens Thursday morning was a member of the New York Army National Guard, authorities said. Police said Noel Polanco was speeding and driving erratically near LaGuardia Airport just after 5 a.m. when he was pulled over by officers. New York Police Department sources initially told news outlets that as two officers approached the car, Polanco reached under his seat, prompting Detective Hassam Handy to shoot him once in the stomach. Polanco died shortly after being taken to a nearby hospital. – Huffington Post

Dominant Social Theme: Police officers are serious people and crime is a serious occurrence. In America, you can die even if you just go a little bit over the speed limit, or if law enforcement believes you might have been doing so.

Free-Market Analysis: This is a sad article posted at the Huffington Post but we have given this article a foolish and insensitive title to show how easy it is to get inured to this kind of police brutality.

There is no other description for it but "brutality." Over and over – almost every day now, it seems – there comes some report of an officer of the law shooting someone who has been stopped for a potential infraction as minor as a traffic ticket.

In too many cases, the individual is proven to have not actually done anything confrontational. The gun the individual was reaching for, or knife, or whatever, turns out not to exist. Yet these people bleed to death, or go into shock and die, or have heart attacks from tasers.

One is simply left with a series of victims commemorated often on YouTube. But what is even sadder is that while an initial video report goes up – or in this case an article is written – the follow-up is lacking.

We never find out about the officers themselves. Almost invariably they are placed on "desk duty" while an investigation is marshaled. But it is hard to find out the results of such investigations. It is hard to find out the aftermath of any of it.

Are the officers disciplined? Are they sent back out into the community to murder again? It IS murder, after all. There is no other word for it.

Civilians can spend the rest of their lives in jail if they shoot and kill someone. But officers who kill may be given back their guns, tasers and badges and released from their desks to go back out into the community. Presumably, this takes place if it can be reasonably shown the officer was in fear for his life.
Another one bites the dust ... like a bad pop song. Meaningless. Lives are destroyed ... for what? We are so inured to it that it barely registers.

Someone was stopped for speeding. Imagine dying because you were driving "too fast." Realistically, it doesn't even matter. Many studies have proven that driving quickly does little if anything to increase mortality and that enforcing low speed limits is basically a waste of time. Talk about a meaningless death. No weapons were recovered from the car, but a hand drill was found under the driver's seat, police said. NYPD spokesman Paul Browne said Thursday afternoon that a passenger in the car described as false the initial account that Polanco reached under the seat.

"The last thing she saw was his hands on the steering wheel," Browne told The New York Post. The shooting is now under investigation by Queens District Attorney Richard Brown, a spokeswoman for his office confirmed.
Amanda Reyes, Polanco's sister, was shaken when reached by The Huffington Post on her brother's cell phone. She said her father had died earlier this year. "I already lost my father three months ago, and now my brother?" Reyes said. "There's nothing to say. I have nothing to say. I just feel hurt. There's only hurt."

According to an Army spokesman, Polanco enlisted in the New York Army National Guard in April 2008 and was assigned to the 156th Engineer Company out of Kingston, N.Y. He did not serve in Iraq or Afghanistan and had no record of misbehavior. He lived in LeFrak City in Queens.

Perhaps Polanco did mean to assault the officer with a drill. But probably not. He died because an officer thought he was driving too fast. He was shot because an officer supposedly misinterpreted his gesture – though the only witness says Polanco's hands remained on the wheel.

From our point of view, the rising tide of police violence and brutality is no accident. It is being orchestrated to make people fearful and confused.

The idea is to make people so cowed by "officers of the law" that they will put up with almost anything – any degradation of freedom – to avoid being maimed or killed.

Even more perniciously, this sort of brutality acts as a kind of divide-and-conquer mechanism. People begin to doubt that they can have any impact on "their" communities and cease to believe they have the ability to affect public policy.

Their own civic enterprises become estranged from them. Their law enforcement officials become a kind of occupying force for the larger central government.

Enough police brutality erodes our ability to feel shock. It sends a message that we are insignificant beings in the scheme of things, that our lives are forfeit on the whim of authority. But what is even more worrisome is that such acts of violence erode the bonds of civil society itself.

Conclusion: Police are taught to believe the public at large carries within itself the ever-present seeds of incipient criminality. Citizens increasingly feel isolated by the very organs of government once created to keep them safe.
