Three Mile Island nuclear plant shuts down unexpectedly

A reactor at the Three Mile Island nuclear power plant shut down unexpectedly this afternoon because of a cooling problem, a month after it went offline because of a leak in the cooling system, the Nuclear Regulatory Commission says.

Update at 4:54 p.m. ET: The NRC says a cooling pump for Unit One stopped working at 2:16 p.m. ET, triggering the automatic shutdown, as the system is designed to do. An agency inspector was at the plant at the time.

The same unit shut down automatically Aug. 22 as it was being taken offline to fix a coolant leak.
Here's some of what the NRC's Preliminary Notification update explained when Unit One went back online Sept. 5:
The plant reached cold shutdown on August 23, 2012, and the source of RCS leakage was confirmed to be from micro-cracks in the alloy 600 diaphragm for the upper pressurizer heater bundle. This heater bundle was subsequently replaced with a bundle that contained a stainless steel, non-alloy 600 heater diaphragm. An NRC specialist inspector, who was deployed to the site, confirmed the source of the RCS leakage and monitored pressurizer heater replacement activities. The licensee subsequently conducted extent-of-condition inspections on the other two pressurizer heater bundles and no indications of leakage were identified. The inspectors determined that the licensee's post-installation and extent-of-condition inspections were acceptable.
It's not yet clear whether the same pump or part failed today.

Original post: The Three Mile Island nuclear power plant shut down unexpectedly this afternoon, releasing steam containing radiation "below detectable levels," a utility spokesman told WHTM-TV.
Exelon spokesman Ray DeSantis said that the plant shut down automatically at 2:20 p.m. ET and that the cause was not immediately known. He did not identify which of the plant's two reactors was involved.

DeSantis said the shutdown "presents no risks to public health or safety, and electric customers will not be affected," WHTM writes.

Residents near the plant, outside Harrisburg, Pa., the state capital, reported hearing a loud bang, the station says. A similar noise was heard Aug. 22, TMI's Unit One shut down automatically while being taken offline manually for to repair a heater element on the plant's pressurizer tank, Exelon said at the time.

According to a Nuclear Regulatory Commission report, the shutdown resulted from a leak of reactor coolant. Unit Two went back online Sept. 5.

Genetic mutations from radiation exposure are up to 100 times higher than anything we have encountered in the animal kingdom -Dr. Fernex, Former WHO Consultant

“What should WHO have done after Chernobyl ?” asked Dr Nabarro in 2002 when he was Acting Director-General of the World Health Organization. I replied immediately, and then confirmed it in writing: “Convene a Scientific Working Group on Ionising Radiation and Genetics” like the one in 1956, and add the words “and Genomic Instability”.

Since 1959, an agreement signed between WHO and the International Atomic Energy Agency, and then a number of additional legal texts, prohibit WHO from intervening in nuclear accidents.

What genetic damage has been done to the population following the accident at Fukushima? Are the alterations already recorded in the cells of those workers who have exhausted themselves, over the last year, in an effort to reduce the dissemination of radionuclides into the environment. What about people who inhaled radioactive material and ate contaminated food ? Has this induced genomic instability? And the children that have been born since, or who will be born to fathers or mothers who have been irradiated. Have they inherited the fragile genomes of their parents? Are they, perhaps, going to be even worse affected than their parents ? 
In fact, researchers have been surprised to find that genetic damage, and above all perigenetic damage, which is responsible for genomic instability, to descendants is far worse than to parents; and this risk increases from one generation to the next. R.J.Baker and his colleagues, studying the DNA of genes transmitted from mother voles to their babies, found levels of mutation, from generation to generation, reaching 100 times higher than anything we have previously encountered up to now in the animal kingdom. The area in which these rodents live has seen its level of radioactivity decrease, because Caesium 137 is carried in rainwater and infiltrates deep into the soil, where it can be recycled by plants.
One might think that in forests far away from Chernobyl that these rodents would react positively to these improved radiological conditions. But the mutations and the genome fragility have increased over 22 generations in populations of voles studied by Goncharova and Ryabokon in Belarus. These geneticists have observed the opposite of an adaptation to radioactivity: an increase in genomic instability in all populations studied, from 30 to 300 kilometres away from the stricken reactor. In the least contaminated zones, near Minsk, the genomic instability is slow, but it will persist and worsen up to 22 generations later.
The genetic effects observed in both humans and rodents has led Professor Hillis, at the University of Texas, to conclude in his editorial in the review Nature, 25th April 1996: « We know today that the mutagenic effect of a nuclear accident can be far more serious than we ever suspected, and the eucaryotic genome can present levels of mutation that, up to now, would not have been considered possible. » 
At Fukushima, genomic instability needs to be followed up over generations, starting with grandparents and parents, then the children and grand children. After a year, the damage caused by the mixture of internal and external radiation to children should be measured, by comparison with data from before 2011 in the same areas, or by comparing data with communities further away, that were spared the radioactive fallout. Birthweight, incidence of stillbirth, perinatal mortality up to 28 days, birth deformities (heart problems should be investigated later), and among the genetic diseases, Down’s syndrome, should all be studied. Brain damage with tumours, and developmental retardation which, like decreases in IQ, will become evident at school age.

In order to achieve its objectives, the IAEA cannot admit that these serious and common illnesses were caused by ionising radiation, because once known, it would prevent the development of the nuclear industry throughout the world.

It was almost incomprehensible that at Fukushima there was no distribution of stable iodine to the population that would soon be under threat. Such a preventive measure would have been welcomed, as Keith Baverstock showed in Poland after Chernobyl.
The first victims of a serious nuclear accident are and will be children, with an increase in allergies and an aggravation of infectious diseases, which become chronic and involve serious complications.

In equal doses, external radiation is ten to a hundred times less damaging than chronic internal radiation, which essentially results from the oral absorption of radionuclides. These concentrate in organs like the thymus, the endocrine glands, the spleen, the bone surfaces and the heart.

Fukushima Panel: Information on Radiation Release Suppressed



NHK [Japanese Public Television] has learned that a government panel of experts will say it has been unable to specify exactly how the radioactive release occurred at a reactor of the crippled Fukushima Daiichi nuclear power plant.

On March 15th, 4 days after the breakdown of the Fukushima Daiichi plant, its No. 2 reactor appeared to release the largest amount of radioactive substances since the start of the disaster.

The panel investigating the accident at Fukushima Daiichi will present a new observation in its final report later this month.

The report will say pressure in the suppression chamber of the No. 2 reactor was falling gradually between 1:30 pm to 6:00 pm on March 14th.

It will say this suggests that the suppression chamber collapsed at the time.

The plant operator, Tokyo Electric Power Company, has insisted that the suppression chamber was destroyed during the morning hours of March 15th, when pressure was falling rapidly, instead of the previous day.

The panel will take issue with TEPCO's view, saying their analysis probably does not reflect what actually happened.

It will conclude that it has been unable to specify the details of how the radioactive release occurred because the panel's on-site investigation and time were limited.

The panel will also propose that TEPCO continue its investigation to determine how the reactor was damaged.

Noting that an investigation using robots has just begun in the No.2 reactor, Professor Koji Okamoto at the University of Tokyo Graduate School says available information is still insufficient.

He also says the investigation should be continued with help from experts from abroad.

Looming Health Crisis: Wireless Technology and the Toxification of America

As a multitude of hazardous wireless technologies are deployed in homes, schools and workplaces, government officials and industry representatives continue to insist on their safety despite growing evidence to the contrary. A major health crisis looms that is only hastened through the extensive deployment of “smart grid” technology.

In October 2009 at Florida Power and Light’s (FPL) solar energy station President Barack Obama announced that $3.4 billion of the American Reinvestment and Recovery Act would be devoted to the country’s “smart energy grid” transition. Matching funds from the energy industry brought the total national Smart Grid investment to $8 billion. FPL was given $200 million of federal money to install 2.5 million “smart meters” on homes and businesses throughout the state.[1]

By now many residents in the United States and Canada have the smart meters installed on their dwellings. Each of these meters is equipped with an electronic cellular transmitter that uses powerful bursts of electromagnetic radiofrequency (RF) radiation to communicate with nearby meters that together form an interlocking network transferring detailed information on residents’ electrical usage back to the utility every few minutes or less. Such information can easily be used to determine individual patterns of behavior based on power consumption.

The smart grid technology is being sold to the public as a way to “empower” individual energy consumers by allowing them to access information on their energy usage so that they may eventually save money by programming “smart” (i.e, wireless enabled) home appliances and equipment that will coordinate their operability with the smart meter to run when electrical rates are lowest. In other words, a broader plan behind smart grid technology involves a tiered rate system for electricity consumption that will be set by the utility to which customers will have no choice but to conform.

Because of power companies’ stealth rollout of smart meters a large majority of the public still remains unaware of the dangers they pose to human health. This remains the case even though states such as Maine have adopted an "opt out" provision for their citizens. The devices have not been safety-tested by Underwriters Laboratory and thus lack the UL approval customary for most electronics.[2] Further, power customers are typically told by their utilities that the smart meter only communicates with the power company “a few times per day” to transmit information on individual household energy usage. However, when individuals obtained the necessary equipment to do their own testing they found the meters were emitting bursts of RF radiation throughout the home far more intense than a cell phone call every minute or less.[3]

A growing body of medical studies is now linking cumulative RF exposure to DNA disruption, cancer, birth defects, miscarriages, and autoimmune diseases. Smart meters significantly contribute to an environment already polluted by RF radiation through the pervasive stationing of cellular telephone towers in or around public spaces and consumers’ habitual use of wireless technologies. In the 2000 Salzburg Resolution European scientists recommended the maximum RF exposure for humans to be no more than one tenth of a microwatt per square centimeter. In the United States RF exposure limits are 1,000 microwatts per centimeter, with no limits for long term exposure.[4] Such lax standards have been determined by outdated science and the legal and regulatory maneuvering of the powerful telecommunications and wireless industries.

The Environmental Protection Agency (EPA) ceased studying the health effects of radiofrequency radiation when the Senate Appropriations Committee cut the department's funding and forbade it from further research into the area.[5] Thereafter RF limits were codified as mere “guidelines” based on the EPA’s tentative findings and are to this day administered by the Federal Communications Commission (FCC).

Fukushima Reactor 4 Release Would Doom Western USA

If Reactor 4 at Fukushima becomes unstable and releases 10 times the amount of Cesium-137 (CS-137) released at the time of the Chernobyl nuclear accident, then the prevailing winds could carry it all the way to the Western USA – that means California.

On April 30, 2012, 72 NGO organizations sent a request to the United Nations and the Japanese government urging fast-action to stabilize the Fukushima Daiichi Nuclear Plant Unit 4 spent nuclear fuel. Experts in the nuclear field from both Japan and the world endorsed the letter.

The letter contained warnings that the damaged Unit 4 spent nuclear fuel pool contains Cesium-137. If that pool were exposed to an earthquake or other event that drained that pool, then the result could be a catastrophic radiological fire. The letter urged the United Nations to create a Nuclear Safety Summit to find a solution to the problem of the Fukushima Daiichi Unit 4 spent nuclear fuel pool. The proposal stated that the United Nations should create an independent assessment team on Fukushima Daiichi Unit 4 and organize international assistance to stabilize the unit's spent nuclear fuel and prevent the impending catastrophe. The letters were delivered to both the UN Secretary General Ban Ki-moon and Prime Minister Yoshihiko Noda. The second letter asked that Japan officially ask for the United Nations' help.

Numbering in excess of 10,000, the spent fuel assemblies at the Fukushima Daiichi plant lie in pools vulnerable to future earthquakes. The radioactivity is around 85-times more long-lived than the radioactivity released at Chernobyl.

An Urgent Request on UN Intervention to Stabilize the Fukushima Unit 4 Spent Nuclear Fuel

Recently, former diplomats and experts both in Japan and abroad stressed the extremely risky condition of the Fukushima Daiichi Unit 4 spent nuclear fuel pool and this is being widely reported by world media. Robert Alvarez, Senior Scholar at the Institute for Policy Studies (IPS), who is one of the best-known experts on spent nuclear fuel, stated that in Unit 4 there is spent nuclear fuel which contains Cesium-137 (Cs-137) that is equivalent to 10 times the amount that was released at the time of the Chernobyl nuclear accident. Thus, if an earthquake or other event were to cause this pool to drain, this could result in a catastrophic radiological fire involving nearly 10 times the amount of Cs-137 released by the Chernobyl accident.

Nearly all of the 10,893 spent fuel assemblies at the Fukushima Daiichi plant sit in pools vulnerable to future earthquakes, with roughly 85 times more long-lived radioactivity than released at Chernobyl.
Nuclear experts from the US and Japan such as Arnie Gundersen, Robert Alvarez, Hiroaki Koide, Masashi Goto, and Mitsuhei Murata, a former Japanese ambassador to Switzerland, and, Akio Matsumura, a former UN diplomat, have continually warned against the high risk of the Fukushima Unit 4 spent nuclear fuel pool.

US Senator Roy Wyden, after his visit to the Fukushima Daiichi nuclear power plant on 6 April, 2012, issued a press release on 16 April, pointing out the catastrophic risk of Fukushima Daiichi Unit 4, calling for urgent US government intervention. Senator Wyden also sent a letter to Ichiro Fujisaki, Japan’s Ambassador to the United States, requesting Japan to accept international assistance to tackle the crisis.

We Japanese civil organizations express our deepest concern that our government does not inform its citizens about the extent of risk of the Fukushima Daiichi Unit 4 spent nuclear fuel pool. Given the fact that collapse of this pool could potentially lead to catastrophic consequences with worldwide implications, what the Japanese government should be doing as a responsible member of the international community is to avoid any further disaster by mobilizing all the wisdom and the means available in order to stabilize this spent nuclear fuel. It is clearly evident that Fukushima Daiichi Unit 4 spent nuclear fuel pool is no longer a Japanese issue but an international issue with potentially serious consequences. Therefore, it is imperative for the Japanese government and the international community to work together on this crisis before it becomes too late. We are appealing to the United Nations to help Japan and the planet in order to prevent the irreversible consequences of a catastrophe that could affect generations to come. We herewith make our urgent request to you as follows:
1. The United Nations should organize a Nuclear Security Summit to take up the crucial problem of the Fukushima Daiichi Unit 4 spent nuclear fuel pool.

2. The United Nations should establish an independent assessment team on Fukushima Daiichi Unit 4 and coordinate international assistance in order to stabilize the unit’s spent nuclear fuel and prevent radiological consequences with potentially catastrophic consequences.

Fukushima: Hanging by a Thread

After writing my essay Radioactive Hell on Earth”—actually I wanted to change that title to “Fukushima on Steroids”—I see Christina Consolo’s essay Fukushima is Falling Apart”:

Are you ready—it is becoming clear that we, our children and our entire civilization is hanging by a thread. It is a very sorry thing to report that we have literally shot ourselves in the foot with a big nuclear shotgun full of radioactive particles of the worst conceivable kind.

It has taken a year but finally “a U.S. Senator finally got off his ass and went to Japan to see what is going on over there. What he saw was horrific. Reactor No. 4 building is on the verge of collapsing.
Seismicity standards rate the building at a zero, meaning even a small earthquake could send it into a heap of rubble. And sitting at the top of the building, in a pool that is cracked, leaking, and precarious even without an earthquake, are 1,565 fuel rods.”


If an earthquake or other event were to cause this pool to drain, this could result in a catastrophic radiological fire that could wipe out most of the northern hemisphere; certainly it would be a massive civilization-breaking event.

After an onsite tour of what remains of the Fukushima Dai-Ichi nuclear facilities, U.S. Senator Ron Wyden (D-Ore.), a senior member of the U.S. Senate Committee on Energy and Natural Resources, sent a letter to Japanese Ambassador Ichiro Fujisaki saying, “The scope of damage to the plants and to the surrounding area was far beyond what I expected.

The precarious status of the Fukushima Dai-Ichi nuclear units and the risk presented by the enormous inventory of radioactive materials and spent fuel in the event of further earthquake threats should be of concern to all and a focus of greater international support and assistance.”


1,565 fuel rods translates into 460 tons of nuclear fuel stored in pool in a barely intact building on its third and fourth floors. If the storage pool breaks and runs dry, the nuclear fuel inside will overheat and explode.

The worst-case scenario drawn up by the government includes not only the collapse of the No. 4 reactor pool, but also the disintegration of spent-fuel rods from all the plant’s other reactors.
The wall of the south side is falling apart at reactor No. 4 and Dr. Helen Caldicott said she would evacuate her family from Boston if it did.

Dr. Helen Caldicott: What We Learned From Fukushima

Editor's Note: Dr. Helen Caldicott may subscribe to catastrophic anthropogenic global warming (a probably errant position), but she is devastating in her critique of nuclear power.





Few people know that the Pacific Northwest got whacked hard by fallout from the Fukushima disaster with radiation rates hundreds of thousands of times higher than normal background radiation.  The damage from this is not something that the corporate media or the government is talking about.  It mysteriously disappeared from the radar almost immediately.  Dr. Caldicott referred to this as a process of “cover-up and psychic numbing.”  Looks like it may be working.  The Nuclear Regulatory Commission just approved two new nuclear power plants this week (4/2/12) in South Carolina in addition to the two approved earlier this year in Georgia. Dr. Caldicott talks about the dangers and hidden costs of nuclear power then tells the awful truth in minute detail about the actual scale of the Fukushima disaster and compares it to the nuclear disasters of Chernobyl and Three Mile Island.  Recent studies estimated that a million people have died so far from Chernobyl. Dr. Helen Caldicott is a physician, Nobel Peace Prize winner, noted author, anti-nuclear power advocate and has founded numerous national and international groups which oppose nuclear power & weapons, including Physicians for Social Responsibility.

Depleted Uranium Factory Had a Fire

A POTENTIAL health threat caused by a fire in a factory producing depleted uranium ammunition has emerged in a Pentagon document.
Geoff Hoon, the Defence Secretary, insisted to Parliament yesterday that there was "no significant risk" from DU ammunition and no evidence linking it to any cases of ill health. But a copy of the scientific study appears to indicate that there may be a much greater potential long-term danger where fire breaks out in an area where the material is stored.
Although the report deals with the subject in general terms, such a fire occurred at the Royal Ordnance Speciality Metals factory at Featherstone, Staffordshire, in 1999. Two unions which believe their members may have been exposed to DU during the fire are demanding investigations into possible health repercussions.
Firemen from two brigades fought to bring the blaze under control and potentially contaminated fumes drifted across nearby buildings including a 600-inmate jail. While initial scientific reports said there was no evidence of contamination among firemen, renewed concerns about the effects of DU have led the Fire Brigades Union and the Prison Officers Association to call for further tests.
Shane Rixom, the POA representative at Featherstone prison, wrote yesterday to Mike Pascoe, the governor, listing four cancer cases among the 160 staff during the past four years. He said Featherstone had the "second highest sick rate" in the Prison Service.

Britain was nuked by their own weapons

Maybe all the people that live within an area from Birmingham across to Norwich and down to Bristol, Bournmouth and across to Dover and back up to Norwich were not aware that they may have been exposed, on more than one occasion, to extremely high levels of radiation from the weapons used by the US, UK and coalition forces in and around the Middle East war zones……not to mention the onslaught on Libya that saw an incredible amount of DU weapons being used and also possibly low yield nuclear weapons.

Back in the 1940’s during the Los Alamos nuclear test they discovered a type of poisonous gaseous substance that was emitted from the weapons. The Generals seized this new found substance as a potential people killer that basically would drift on the wind, have no footprint to identify the aggressor and would kill over a long period of time.

A secret memo to Brigadier General Grove clearly showed their intention to carry out mass genocide, mass depopulation and mass infertility using this technology resulting in the development of depleted uranium (DU) weapons as used extensively today in all areas of conflict. If you don’t believe me ask the people of Iraq, especially those living in Fallujah and Basra who may not to be able to ever have a child.

It was in more recent time they seized an opportunity to dispose of the nuclear waste from their nuclear programmes (Uranium 238 or DU) as existing stockpiles were massive and in very poor condition and so it made sense to give it away to the arms manufacturing companies to be used as a penetrator, shaped charged liner or simply for ballast in weapons and aircraft etc.

DU is pyrophoric which basically means it is self igniting at low temperatures around 170 degrees. When it leaves the barrel of a gun it is basically igniting, like tracer bullets. Upon hitting the target it erupts into a massive thermo nuclear type explosion in access of 5000 degrees and emits a huge cloud of radioactive nano-particles in their millions that then drift on the wind.

The UN/WHO state that DU is no risk to our health and it was the UN who carried out an extensive survey in the Balkans after the war which resulted in a rather pathetic report that really didn’t even address the main issue which was total contamination of the war zone making some areas almost totally uninhabitable.

If you were to scan any particle piece of earth where radiation exists in its natural form you would probably get a reading of around 5-15 pulses, on the other hand DU would go up to around 10,000.

Health Canada Admits Studies on Cell Phones Convincing Enough to Promote Limited Use

Health Canada is proposing to adopt a precautionary approach and guidelines for limited cell phone use.
Canadians are being encouraged to limit cell phone call length and to text message or use a hands-free device whenever possible.
Other countries have already adopted this precautionary approach.
Russian officials have issued the recommendation that all children under the age of 18 should avoid using cell phones entirely.
The UK, Israel, Belgium, Germany, India and Finland also urge citizens to err on the side of caution with respect to their children's use of cell phones.
1) All cell phones must be sold with a device limiting head exposure to EMF.
2) Any advertising campaign promoting the use of cell phones by children below 14 years is banned.
3) Providing radio equipments designed for children under 6 may be banned by ministerial order.
4) In kindergarten, primary school and junior high, the use of cell phones is banned for kids during all teaching activities in locations listed in School rules.
5) For all cell phones sold on the French territory the SAR must be indicated clearly and in French.
Possible risks resulting from excessive use must also be mentioned.

Cell Phone Radiation Classified as 'Possibly Carcinogenic to Humans'

As the use of cell phones and other wireless technologies have exponentially exploded over the past couple of decades, concerns about the health effects of such technology has increased as well. Today, we're at a point of no turning back, as cell phone subscriptions are now estimated at 5 billion globally—that's the majority of people on the planet!
A growing body of researchers has spoken out against the technology, warning that it may have serious biological side effects. On May 31 this year, the World Health Organization (WHO)/International Agency for Research on Cancer (IARC) issued a report admitting cell phones might indeed cause cancer, classifying radiofrequency electromagnetic fields as "possibly carcinogenic to humans" (Class 2B). The classification came in part in response to research showing wireless telephones increase the risk for brain cancer.
"Dr Jonathan Samet (University of Southern California, USA), overall Chairman of the Working Group, indicated that "the evidence, while still accumulating, is strong enough to support a conclusion and the 2B classification. The conclusion means that there could be some risk, and therefore we need to keep a close watch for a link between cell phones and cancer risk."
"Given the potential consequences for public health of this classification and findings," said IARC Director Christopher Wild, "it is important that additional research be conducted into the long?term, heavy use of mobile phones. Pending the availability of such information, it is important to take pragmatic measures to reduce exposure such as hands?free devices or texting. "

Fukushima Daiichi Nuclear Power Plant: Highly Radioactive Water Leaks From Crippled Japanese Facility

TOKYO -- Japan's crippled nuclear power plant leaked about 45 tons of highly radioactive water from a purification device over the weekend, its operator said, and some may have drained into the ocean.
The leak is a reminder of the difficulties facing Tokyo Electric Power Co. as it tries to meet its goal of bringing the tsunami-damaged Fukushima Dai-ichi nuclear power plant to a cold shutdown by year's end.
A pool of radioactive water was discovered midday Sunday around a decontamination device, TEPCO said in a statement on its website. After the equipment was turned off, the leak appeared to stop. Later, workers found a crack in a concrete barrier leaking the contaminated water into a gutter that leads to the ocean.
TEPCO estimated about 300 liters leaked out before the crack was blocked with sandbags.
Officials were checking whether any water had reached the nearby ocean.
The leakage of radioactive water from the Fukushima plant into the Pacific Ocean in the weeks after the March 11 accident caused widespread concern that seafood in the coastal waters would be contaminated.
The pooled water around the purification device was measured Sunday at 16,000 bequerels per liter of cesium-134, and 29,000 bequerels per liter of cesium-137, TEPCO said. That's 270 times and 322 times higher, respectively, than government safety limits, according to the Citizens' Nuclear Information Center in Tokyo.
Cesium-137 is dangerous because it can last for decades in the environment, releasing cancer-causing radiation. The half-life of cesium-134 is about two years, while the half-life of cesium-137 is about 30 years.
TEPCO is using the purification devices to decontaminate water that has been cooling the reactors. Three of the plant's reactor cores mostly melted down when the March 11 tsunami knocked out the plant's cooling system.

Japanese consultant: We don’t trust radiation reports from NHK or other channels and newspapers

When Takashi Takemoto goes shopping for groceries, he looks for two things: freshness, and proof that the produce came from nowhere near Japan’s stricken Fukushima Daiichi nuclear plant.

Like many Japanese, Mr. Takemoto says he can’t trust government assurances that the produce from the region around Fukushima Daiichi is safe. So he boycotts rice and vegetables grown in Fukushima prefecture and the surrounding provinces. He avoids all Japanese meat and seafood, concerned that even livestock from elsewhere in Japan might have been fed contaminated grains. Fish, too, in case they were pulled from waters too close to the crippled nuclear reactors.

“We rely now on Moroccan octopus and Chilean salmon,” the 60-year-old business consultant says, chuckling. “It’s not too expensive, and it’s good enough.”

The Fukushima fallout has now spread well beyond what can be measured with a Geiger counter. In the minds of many consumers, Fukushima prefecture – which, at almost 14,000 square kilometres is bigger than Lebanon or Jamaica – and the Fukushima Daiichi nuclear plant are one and the same. Though the Japanese government has evacuated only a 20-kilometre radius around the plant, many inside and outside Japan treat the entire region as though it’s contaminated, unsure of what to make of shifting official assessments of the situation.

In addition to spurning the region’s produce, Japanese tourists have also avoided Fukushima’s previously popular beaches and hiking trails, leaving hotels and traditional ryokan inns on the verge of closing. Radiation levels spike at locations in Tokyo

TOKYO (Xinhua) -- Radiation levels at areas in Tokyo and Chiba prefectures were found Thursday to far exceed current levels in Fukushima prefecture, home to the crisis-hit No. 1 nuclear power plant located 200 km north of Tokyo.
 
An area along a sidewalk in Tokyo's Setagaya Ward, frequently used by elementary school children, was found to have airborne radiation measuring 3.35 microsieverts per hour and a children's amusement park tested positive with 5.82 microsieverts in the Funabashi district of neighboring Chiba prefecture, local authorities said Thursday.
 
By way of comparison, the latest readings taken from inside the evacuation zone in Fukushima prefecture, the central to the world' s worst nuclear accident in 25-years, measured 2.17 microsieverts per hour, according to local prefectural officials.
 
An investigation is currently underway to determine whether the troubled nuclear plant in Fukushima is responsible for the high doses of radiation detected in and around Japan's capital city and Chief Cabinet Secretary Osamu Fujimura said Thursday that nuclear agencies and government authorities will increase monitoring activities around the country.
 
The two hotspots have been cordoned off and authorities have attempted to reduce the concentration of radiation by using water and "other" methods, local media said, but the levels have remained worryingly high despite the counter-measures, sparking widespread panic around Japan's primary metropolis.

Japan Held Nuclear Data, Leaving Evacuees in Peril

FUKUSHIMA, Japan — The day after a giant tsunami set off the continuing disaster at the Fukushima Daiichi nuclear plant, thousands of residents at the nearby town of Namie gathered to evacuate.

Given no guidance from Tokyo, town officials led the residents north, believing that winter winds would be blowing south and carrying away any radioactive emissions. For three nights, while hydrogen explosions at four of the reactors spewed radiation into the air, they stayed in a district called Tsushima where the children played outside and some parents used water from a mountain stream to prepare rice.

The winds, in fact, had been blowing directly toward Tsushima — and town officials would learn two months later that a government computer system designed to predict the spread of radioactive releases had been showing just that.

But the forecasts were left unpublicized by bureaucrats in Tokyo, operating in a culture that sought to avoid responsibility and, above all, criticism. Japan’s political leaders at first did not know about the system and later played down the data, apparently fearful of having to significantly enlarge the evacuation zone — and acknowledge the accident’s severity.

“From the 12th to the 15th we were in a location with one of the highest levels of radiation,” said Tamotsu Baba, the mayor of Namie, which is about five miles from the nuclear plant. He and thousands from Namie now live in temporary housing in another town, Nihonmatsu. “We are extremely worried about internal exposure to radiation.”

The withholding of information, he said, was akin to “murder.”

In interviews and public statements, some current and former government officials have admitted that Japanese authorities engaged in a pattern of withholding damaging information and denying facts of the nuclear disaster — in order, some of them said, to limit the size of costly and disruptive evacuations in land-scarce Japan and to avoid public questioning of the politically powerful nuclear industry. As the nuclear plant continues to release radiation, some of which has slipped into the nation’s food supply, public anger is growing at what many here see as an official campaign to play down the scope of the accident and the potential health risks.

Seiki Soramoto, a lawmaker and former nuclear engineer to whom Prime Minister Naoto Kan turned for advice during the crisis, blamed the government for withholding forecasts from the computer system, known as the System for Prediction of Environmental Emergency Dose Information, or Speedi.

“In the end, it was the prime minister’s office that hid the Speedi data,” he said. “Because they didn’t have the knowledge to know what the data meant, and thus they did not know what to say to the public, they thought only of their own safety, and decided it was easier just not to announce it.”

In an interview, Goshi Hosono, the minister in charge of the nuclear crisis, dismissed accusations that political considerations had delayed the release of the early Speedi data. He said that they were not disclosed because they were incomplete and inaccurate, and that he was presented with the data for the first time only on March 23.

“And on that day, we made them public,” said Mr. Hosono, who was one of the prime minister’s closest advisers in the early days of the crisis before being named nuclear disaster minister. “As for before that, I myself am not sure. In the days before that, which were a matter of life and death for Japan as a nation, I wasn’t taking part in what was happening with Speedi.”

The computer forecasts were among many pieces of information the authorities initially withheld from the public.

Meltdowns at three of Fukushima Daiichi’s six reactors went officially unacknowledged for months. In one of the most damning admissions, nuclear regulators said in early June that inspectors had found tellurium 132, which experts call telltale evidence of reactor meltdowns, a day after the tsunami — but did not tell the public for nearly three months. For months after the disaster, the government flip-flopped on the level of radiation permissible on school grounds, causing continuing confusion and anguish about the safety of schoolchildren here in Fukushima.

Too Late

The timing of many admissions — coming around late May and early June, when inspectors from the International Atomic Energy Agency visited Japan and before Japan was scheduled to deliver a report on the accident at an I.A.E.A. conference — suggested to critics that Japan’s nuclear establishment was coming clean only because it could no longer hide the scope of the accident. On July 4, the Atomic Energy Society of Japan, a group of nuclear scholars and industry executives, said, “It is extremely regrettable that this sort of important information was not released to the public until three months after the fact, and only then in materials for a conference overseas.”

The group added that the authorities had yet to disclose information like the water level and temperature inside reactor pressure vessels that would yield a fuller picture of the damage. Other experts have said the government and Tokyo Electric Power Company, known as Tepco, have yet to reveal plant data that could shed light on whether the reactors’ cooling systems were actually knocked out solely by the 45-foot-tall tsunami, as officials have maintained, or whether damage from the earthquake also played a role, a finding that could raise doubts about the safety of other nuclear plants in a nation as seismically active as Japan.

Government officials insist that they did not knowingly imperil the public.

“As a principle, the government has never acted in such a way as to sacrifice the public’s health or safety,” said Mr. Hosono, the nuclear disaster minister.

The ongoing disaster in Japan at the Fukushima Dai-ichi nuclear plant has launched the nuclear debate to the forefront of energy discussions even here in the United States.  The Nuclear Regulatory Commission (NRC) recently launched a  90-day task force to assess the safety of the U.S. nuclear reactor fleet and to determine what measures the agency may need to implement in order to ensure that regulations reflect lessons from the Fukushima crisis. Initial findings indicate that there are regulatory gaps in inspections and re-licensing procedures at older reactors, which may not be equipped to handle extreme events. Several troubling findings are specifically related to training and emergency preparedness. More than 40 percent of all U.S. nuclear plants lack proper integration of safety guidelines into periodic reviews and revisions of operating procedures; only 61 percent periodically include these guidelines in their emergency drills.

Despite the initial findings of obvious regulatory gaps, Martin Vigilio, the deputy executive director of operations for the NRC, asserted his faith in the current system last week during his presentation to the Advisory Committee on Reactor Safeguards (ACRS). “We continue to have confidence in the safety of the U.S. fleet without question,” he said. In apparent contrast to this statement, however, he identified several regulatory and safety gaps, including ill-maintained or missing equipment meant to control large fires or terrorist attacks and lack of consistency for ‘voluntary industry initiatives’ meant to increase safety measures. Pressed by ACRS Chairman Abdel-Khalik, Mr. Virgilio acknowledged that the U.S. is in a similar position to the one in Japan; the International Atomic Energy Agency issued a report earlier this month raising concerns about complacency by Japanese regulators which we believe mirrors the situation here. He agreed that voluntary initiatives are unevenly applied, lack strictness and have not been reviewed or updated since 1992.


Mr. Virgilio also mentioned that emergency preparedness planning is currently the responsibility of each state. He expressed concern about the availability of training and resources to ensure that state-level decision makers are properly prepared, and also about the apparent lack of understanding about potassium iodide pills‘ potential to prevent the uptake of radioactive iodine into the thyroid gland.
